Hizb ut-Tahrir condemned America&#8217;s brutal tactics, which she has employed in Afghanistan and Iraq, and called for the immediate establishment of the Khilafah, which will unify the Muslims of the world and remove all colonialist presence from the Muslim Lands.</p>

<p>The Muslims of Pakistan barely came out of the shock and grief of the merciless slaughter of the 17 children that once again women and children were trapped and targeted in a planned mass murder in Moon Market Lahore.  A time bomb was detonated inside the shopping plaza and after a few seconds the second bomb went off outside the plaza to inflict maximum casualties of those escaping the plaza as well as who came to rescue the wounded. And today a whole building was erased to the ground in Multan with the help of two powerful bombs.  These are the same devious tactics which America used to produce chaos in Iraq.</p>
<p>Today America is creating similar chaos and confusion in Pakistan to continue its war in the Tribal region. Everyone knows that this type of senseless bomb blasts only serve American interests.  Prior to this we have already witnessed the carnage in Islamic University Islamabad and Peshawar’s <em>Meena Bazaar</em> who’s sole purpose was to provoke anger in the masses and build public opinion in favour for the American war.    Recently, in his policy speech, Obama himself exposed his nefarious plans to the world when he explained to his people how he was able to mould Pakistan’s public opinion in favour of American war:  <strong><em>“In the past, there have been those in Pakistan who have argued that the struggle against extremism is not their fight… But in recent years, as innocents have been killed from Karachi to Islamabad… Public opinion has turned”</em></strong>.  Unfortunately, Pakistani rulers are providing all-out support to America in this bloodbath. The government is bending its back backwards to declare every bomb blast a suicide blast in order to exonerate American Secrete services and Blackwater in the eyes of the people. Furthermore, the presence of American arms depot in <em>Sihala</em> Police Training School and government’s patronage and protection of the killers of <em>Blackwater</em> officials in Islamabad is clear evidence that America has full support of the Pakistani government.</p>
<p>O Muslims of Pakistan!  These treacherous rulers are busy in blowing the bodies of your women and children to pieces just to protect their thrones. For how long would you remain a mute spectator?  For how long would you carry the corpses of your dead on your shoulders?  Rise and mobilize to eject tyrannical America from the region.  This is your responsibility that you come out on the street in hundreds of thousands and give a loud and clear message to America that we are not willing to fight amongst each other rather we are all united to throw US out of the region. O Muslim Army! Instead of being used as a fodder for US crusade you should sacrifice your lives to eject America; this is the real Jihad and the one who dies in this path is the real <em>Shaheed </em>(Martyr).  Moreover, you should give <em>nusrah</em> to <em><strong>Hizb ut-Tahrir</strong></em> in establishing the Khilafah, as this is the real “<em>Rah-e-Nijat</em>” (<em>The road to Salvation</em>).</p>

The activists of the banned group were busy in a secret meeting at a house in F-8/3 when the police raided the place on the information of an intelligence agency.</p>
<p>Highly-educated people, including computer engineers, educational institutions’ head, businessmen, telecom engineers, students of different institutions, environment scientists, civil engineers and an officer of a US-Aid project were among the arrested activists of the Hizb ut-Tahrir.</p>
<p>The police have recovered hate literature and objectionable material during a search of the house.</p>
<p>Inspector General of Police Islamabad Syed Kaleem Imam when contacted by Geo news confirmed the arrest of the Hizb ut-Tahrir activists and said that the government had banned the outfit and barred its activities but the organisation was involved in creating unrest among the public through the SMS and statements. He said the activists had been charged under the Anti-Terrorism Act.</p>
<p>Police sources said a team of the Margala Police Station, headed by SHO Ghulam Baqar, raided house no 9, street-8, F-8/3, and arrested 35 people, including kingpins of the Hizb ut-Tahrir outfit identified as Bilal Awan (Engineer of a Research Organisation), Ch. Waqar (Software Engineer), Muhammad Imran (Principal of an institution), Junaid Khan (Telecom Engineer), Sarfaraz Khalid (Computer Engineer), Usman Jamshed (Telecom Processing Manager), Rizwan Aleem (a PhD student of the GIK University), Zakar Azim (student UET Taxila), Adnan Qureshi (a telecom engineer), Abid Mehmood (an officer of a US Aid project) and an American national Muhammad Shuaib (Civil Engineer).</p>
<p>The police will produce the detained activists before a judge on Sunday for further proceeding of the case, the police said, adding that the court would hand them over to the police on physical remand for further investigation or sent them to jail on a judicial remand.</p>

<p>What’s more, locals in the Pakistani city of Peshawar have been complaining for months about rude mercenaries in Blackwater uniforms roaming the streets of University Town with assault rifles. The organization, which has since changed its name to Xe, has been providing security to an American company there, completely openly.</p>
<p>The Pakistani government isn’t alone in these claims, as the US embassy in Pakistan has likewise denied that there is a single Blackwater agent in all of Pakistan. They’ve even gone so far as to get a Pakistani newspaper to censor an article to the contrary, claiming it was an incitement against America.</p>
<p>So how do the US and Pakistani governments explain the discrepency between their claims of no Blackwater employees being there and all the Blackwater employees operating in plain sight? In short they don’t. Pakistani media are condemned as “conspiracy theorists” when they report on Blackwater’s presence, accused of “endangering Americans” or supporting extremism. When it makes the Western press, it is simply ignored.</p>

<p>The Foreign Office and the Commerce Ministry denied having authorised the US or any other foreign mission to import huge quantity of weapons. However, the fact remains that the US embassy in Islamabad has brought to Pakistan at least two consignments of modern weapons during this year.</p>
<p>The Foreign Office, which is the main coordinating federal agency in any such deal of foreign missions, and the Commerce Ministry, which issues no objection certificates (NoC) for such imports, have no clue as how did and from where the US embassy get the weapons in these two cases uncovered by The News.</p>
<p>In one case, the US embassy imported 30 PKM Machineguns and 25 Barrel Grenade Launchers in a shipment coming from Sofia, Bulgaria. The embassy has not offered any explanation where did these weapons go. The embassy spokesman said that he did not have any information about this.</p>
<p>In the second case, the US embassy has admitted importing automatic weapons for Inter-Risk, the banned local security agency, having security contracts with DynCorp and the US embassy in Islamabad. However, there was no explanation as if the arms were imported or smuggled from Afghanistan.</p>
<p>However, the most intriguing part of this case is that the Deputy Commissioner Office Islamabad did not confirm the provision of even a single weapon by the US embassy to Inter-Risk. Instead, all the weapons registered in the licences issued to Inter-Risk were gifted by a tribal chief of Bannu. It raised the fundamental question about the whereabouts of the weapons that the US admitted to have got for Inter-Risk.</p>
<p>Authorities in Pakistan have now woken up to realise what General Musharraf did to this country and how much liberty he had given to US diplomats and officials at the cost of national security.</p>
<p>Background interaction with officials of the foreign, defence, interior and commerce ministries reveal that the government of Pakistan is absolutely clueless about the quantity of weapons brought to Pakistan by the US embassy. There is also no information with the government that where did these arms go.</p>
<p>Repeated incidents of arms display in public by US diplomats and the red-handed nabbing of Dutch diplomats with weapons and bombs have compelled the Foreign Office to issue a letter to all foreign missions, requesting them to declare the details of the weapons in their possession and get authority letters for the arms they want for security.</p>
<p>Although the letter is issued to all foreign missions and embassies, what is in the mind of the authorities here is the US embassy.</p>
<p>In the meantime, all US officials and diplomats are being made from today (Oct 15) to go through normal airport checks at the Islamabad airport as the government has withdrawn the extraordinary concession offered to them after 9/11 by Pervez Musharraf. Under the concessions, the US officials and their vehicles enjoyed completely unchecked arrivals and departures.</p>
<p>Foreign Office spokesman Abdul Basit and Secretary Commerce Suleman Ghani, when approached by The News, denied to have given any permission to any embassy to import weapons in bulk. Both were of the view that there were cases of individual requests for import of hunting guns etc but there was no permission given for major import of weapons to any embassy.</p>
<p>Ghani said that he had checked the past two years record of the ministry and he did not find any case of the issuance of NoC for large quantity of import of arms by any embassy. The Interior Ministry spokesman, who was asked by this scribe for details on the subject, simply vanished and never came up with the details.</p>
<p>While the FO and the Commerce Ministry are in complete dark, a letter dated March 26, 2009 and signed by Doyle R Babe, Lt-Col of the US embassy, talks of the shipment/transportation of 30 PKM Machineguns and 25 GP-30 40mm under Barrel Grenade Launchers from Sofia, Bulgaria to Islamabad, Pakistan.</p>
<p>The letter clearly said that the final destination of the consignment is Islamabad. Although the FO spokesman said he was not aware of this shipment, a letter dated September 7, 2009 addressed to the deputy collector Customs Islamabad airport by one Col (retd) Shahid Latif informs the Customs authorities that the consignment has arrived and the consignee is the US embassy. It also talked of Customs exemption certificate to have been issued by the Foreign Ministry.</p>
<p>According to a source, Musharraf had given so much liberty to the Americans after 9/11 that different government departments and agencies started directly dealing with the Americans. As a result, nobody knew what the other was doing. This situation, it is said, led to the governmentís ignorance about what the US embassy was doing.</p>
<p>US embassy spokesman Richard Senlsire, when approached, initially said that he did not know anything about this case. When requested to check, he promised to call back. After a while, when The News contacted him again, he said the embassy is looking into this case.</p>
<p>About the mystery relating to the Inter-Risk weapons, Rick also promised to check the facts from the officials concerned in the embassy. He was also asked to share with The News the details about the weapons imported by the US embassy during the recent years and as to where do such weapons go.</p>
<p>In case of Inter-Risk, the US embassy spokesman was told that the Islamabad deputy commissioner office record clearly show that the prohibited bore weapons registered against the PB licences, issued to Inter-Risk on US embassyís influence, were gifted to Inter-Risk not by the US embassy but by one Malik Khan Zada Wazir, who is chief of Wazir Sain Khel tribe of Daryoba Agency in FR Bannu. The arms gifted by Wazir to Inter-Risk were 50 Bore 5.56 weapons and with each weapon 1,000 rounds and six magazines. These apparently gifted weapons are American made and sources here allege that the same weapons have been smuggled by the US embassy from Afghanistan and given to Inter-Risk through Malik Khan Zada Wazir.</p>
<p>The facts as reflected on the official record challenges the US embassyís claim that it had brought arms for Inter-Risk, and raises the question about the real destination of the arms claimed to have got in the name of Inter-Risk if it has nothing to do with the gifted weapon of Malik Wazir.</p>
<p>The US spokesperson was also asked to comment on the allegations by some here that the US embassy had been involved in providing arms and ammunition to terrorist groups targeting Pakistani security agencies and the people here. Rick expressed his surprise over this question and asked this correspondent to go and visit Bara Peshawar where one can find all sorts of US weapons.</p>

<p>1. The recent attacks will undoubtedly be used by the Zardari regime to justify the need for the Waziristan operation. However, this operation is not about the security of Pakistan. It is about saving America’s face in their failing war of occupation in Afghanistan.</p>
<p>2. The growth of terror in Pakistan started with the US drone attacks on Pakistani soil, which continue to this day. The American aim &#8211; through their drone attacks and push for war in Waziristan – fully supported by the Zardari regime, is to cripple Pakistan and make it into another American base as it has done with Iraq and Afghanistan.</p>
<p>3. Hizb ut-Tahrir condemns the killing of innocent people in these militant attacks and condemns the army’s killing of its own people and will continue to do so, as both are prohibited by Islam.</p>

<p>Both the army’s attacks to serve American aims and the militant attacks in civilian centres must stop immediately.</p>
<p>4. The army must expel America from Pakistan to save Pakistan from disintegration. The only way this can happen is by removing the corrupt and traitorous ruler of Pakistan, Asif Ali Zardari who has done everything he can to facilitate US plans in Pakistan. He has supplied fuel, logistical support and political cover for America’s plan.</p>
<p>5. We call upon all sincere people of influence in Pakistan to remove their support for this corrupt government and support Hizb ut-Tahrir’s sincere efforts to establish an Islamic Khilafah State in Pakistan. Only a strong, sincere and visionary Islamic leader will have the credibility and leadership to stop these attacks and counter attacks &#8211; and unify the country against the real enemy &#8211; the US and her allies in the region.</p>
<p>6. We call upon all Muslims in Britain to support our campaign to <strong>Save Pakistan from America and Terror</strong> which calls to:</p>

• Stop militancy and terrorism against civilians<br />

			<content:encoded><![CDATA[<p>ISLAMABAD (Reuters) &#8211; Britain is to help Pakistan set up a national security authority and beef up the capacity of its law enforcing agencies to fight terrorism, a British government minister said on Tuesday.</p>
<p>Pakistan is fighting al Qaeda-linked militants who have carried out numerous attacks on its security forces, government and foreign targets in recent years.</p>
<p>At the same time, Britain is worried that radicalised young British men of Pakistani descent can come to Pakistan and make contact with militant groups, get training and develop plots.</p>
<p>British Home Secretary (interior minister) Alan Johnson told reporters after meeting his Pakistani counterpart, Rehman Malik, that Britain was keen to provide expertise to Pakistan to help combat terrorism.</p>
<p>&#8220;The Pakistan government is setting up a national counter-terrorism agency and the UK is ready to second people to that, ready to provide help and assistance,&#8221; Johnson said.</p>
<p>Johnson did not say how many British people would be involved in the agency which he said would be like a research centre.</p>
<p>&#8220;The important point is to have a relationship where we can share intelligence between our two countries and that we will do very effectively,&#8221; he said.</p>
<p>Johnson said extremists posed a threat to democracies.</p>
<p>&#8220;It doesn&#8217;t matter whether those extremists are Christian or Catholic or Muslims or have no denomination at all, their activities cannot be tolerated in free democracies in they seek to destroy.&#8221;</p>
<p>Malik said 50 million pounds of aid, announced by Prime Minister Gordon Brown in New York last month, would partly be used for training security forces.</p>
<p>Pakistan has achieved significant gains in an offensive against militants in parts of the northwest, which has eased Western fears about the stability of the nuclear-armed country.</p>
<p>But Western countries, especially those with soldiers in Afghanistan, want Pakistan to do more.</p>
<p>Al Qaeda and Taliban militants use bases in lawless northwestern Pakistani border to attack into Afghanistan.</p>
<p>The United States has been stepping up pressure on Pakistan to go after Afghan Taliban factions in the enclaves.</p>
<p>Johnson said the Pakistani-Afghan border was &#8220;central&#8221; and efforts were being made to bring stability to both sides.</p>
<p>&#8220;What we want to ensure is that a democratic peaceful Pakistan is not adversely affected by the security threat from Afghanistan. We are all here to ensure that the Afghan people are able to live in a secure democracy.&#8221;</p>
<p>&#8220;That&#8217;s the task and we&#8217;ll pull out our forces when that has been achieved.&#8221;</p>
<p>Defence Secretary Bob Ainsworth, who is also visiting Pakistan, met his Pakistani counterpart on Tuesday.</p>

			<content:encoded><![CDATA[<p>As American troops move deeper into southern Afghanistan to fight Taliban insurgents, U.S. officials are expressing new concerns about the role of fugitive Taliban leader Mohammad Omar and his council of lieutenants, who reportedly plan and launch cross-border strikes from safe havens around the southwestern Pakistani city of Quetta.</p>
<p>But U.S. officials acknowledge they know relatively little about the remote and arid Pakistani border region, have no capacity to strike there, and have few windows into the turbulent mix of Pashtun tribal and religious politics that has turned the area into a sanctuary for the Taliban leaders, who are known collectively as the Quetta Shura.</p>
<p>Pakistani officials, in turn, have been accused of allowing the Taliban movement to regroup in the Quetta area, viewing it as a strategic asset rather than a domestic threat, while the army has been heavily focused on curbing violent Islamist extremists in the northwest border region hundreds of miles away.</p>
<p>As a result, Pakistani and foreign analysts here said, Quetta, the capital of Baluchistan province, has suddenly emerged as an urgent but elusive new target as Washington grapples with the Taliban&#8217;s rapidly spreading arc of influence and terror across Afghanistan.</p>
<p>&#8220;In the past, we focused on al-Qaeda because they were a threat to us. The Quetta Shura mattered less to us because we had no troops in the region,&#8221; said Anne W. Patterson, the U.S. ambassador to Pakistan. &#8220;Now our troops are there on the other side of the border, and the Quetta Shura is high on Washington&#8217;s list.&#8221;</p>
<p>Patterson also acknowledged that the United States is far less familiar with the vast desert region than with the northwestern tribal areas, where it has been cooperating closely with Pakistan for several years in the hunt for al-Qaeda and Taliban leaders and where it periodically kills insurgents with missiles fired from remotely piloted aircraft. The United States does not carry out such drone strikes in the Quetta region.</p>
<p>As Patterson put it, bluntly: &#8220;Our intelligence on Quetta is vastly less. We have no people there, no cross-border operations, no Predators.&#8221;</p>
<p>According to Pakistani analysts, the Taliban&#8217;s presence in the Quetta region is more discreet than it was earlier in the decade, when Omar fled there from U.S. and Afghan military attacks. He was joined by thousands of fighters, who blended into ethnic Pashtun neighborhoods and refugee camps.</p>
<p>But although Omar and his associates now keep a low profile and move constantly among villages and mosques in the lawless Pashtun strip between Quetta and the border, Pakistani and foreign experts said Baluchistan has reemerged as a Taliban sanctuary, recruiting ground and command post.</p>
<p>&#8220;Quetta is absolutely crucial to the Taliban today,&#8221; said Ahmed Rashid, a Pakistani expert on the Taliban, in a telephone interview. &#8220;From there they get recruits, fuel and fertilizer for explosives, weapons, and food. Suicide bombers are trained on that side. They have support from the mosques and madrassas.&#8221;</p>
<p>Michael Semple, a former U.N. official in Afghanistan now based in Islamabad, described the Quetta region&#8217;s refugee camps as &#8220;a great reserve army&#8221; for the Taliban. He said Pashtun tribes in the Kandahar region of Afghanistan, the Taliban&#8217;s ethnic and spiritual base, have strong ties with those on the Pakistan side.</p>
<p>&#8220;They are intermarried, they have Pakistani ID cards, and you can&#8217;t tell the difference,&#8221; Semple said. On the other hand, he said, reports of Taliban leaders living openly in Quetta, even attending weddings, are nonsense. &#8220;They are deeply suspicious of the Pakistanis, and they have their own agenda,&#8221; he said.</p>
<p>During Ramadan, the Muslim month of fasting that ended last week, posters appeared on walls across Quetta, asking people to contribute their money, vehicles and sons to the &#8220;fight against occupying forces&#8221; across the border in Afghanistan.</p>
<p>Gen. Stanley A. McChrystal, the top U.S. and NATO commander in Afghanistan, has raised new alarms about the Quetta Shura, describing it in his recent report to President Obama as a major command center for the widening wave of Taliban bombings and attacks.</p>
<p>Virtually all of the Afghan Taliban&#8217;s strategic decisions are made by the Quetta Shura, according to U.S. officials. Decisions flow from the group &#8220;to Taliban field commanders, who in turn make tactical decisions that support the shura&#8217;s strategic direction,&#8221; a counterterrorism official said.</p>
<p>Unlike Pakistani Taliban groups based farther north in the rugged mountains on the Afghanistan-Pakistan border, the Quetta Shura is considered uninterested in operations inside Pakistan. Pakistani officials have discounted the shura&#8217;s dominance and even its existence. But U.S. military officials describe it as &#8220;effective&#8221; and a &#8220;viable command and control organization.&#8221;</p>
<p>Critics have long raised doubts about whether Pakistan&#8217;s security forces are willing to seriously pursue Taliban leaders and activities in Baluchistan. Some allege that Pakistan&#8217;s intelligence services continue to secretly train Taliban fighters there, although Pakistani officials assert that they have purged their ranks of religiously motivated officers. Patterson said Pakistani officials were growing &#8220;extremely nervous&#8221; that the current policy disputes in Washington would lead to a premature U.S. pullout from Afghanistan. &#8220;They will not rush to cut ties with the Taliban if they think they will be back in charge there again,&#8221; she said.</p>
<p>Afghan President Hamid Karzai has repeatedly accused the Pakistanis of ignoring the activities of Omar and his associates. Twice he gave Pakistani officials lists with what he said were the names and locations of Taliban leaders in the Quetta area, but Pakistan flatly rejected the allegations.</p>
<p>Pakistani security officials said they have made significant efforts to stop Taliban cross-border infiltration in Baluchistan, stepping up border patrols at Washington&#8217;s request. The army has conducted no major anti-Taliban operations there, however, leaving raids to the police and frontier constabulary.</p>
<p>&#8220;From our judgment, there are no Taliban in Baluchistan,&#8221; said Maj. Gen. Athar Abbas, Pakistan&#8217;s military spokesman. Asked about the names of Quetta Shura leaders provided by Afghan and U.S. officials, he said: &#8220;Six to 10 of them have been killed, two are in Afghanistan, and two are insignificant. When people call Mullah Omar the mayor of Quetta, that is incorrect.&#8221;</p>
<p>Abbas noted that the recent Pakistani army operation in the northwest Swat Valley had successfully driven Pakistani Taliban forces out of the area, and he said he hoped the Swat campaign had overcome any concerns Washington might have about Pakistan&#8217;s willingness to take on the Islamist insurgents. If the United States has information about Taliban leaders in Baluchistan, &#8220;tell us who and where they are,&#8221; he said. &#8220;We will not allow your forces inside, but if you lead, we will follow.&#8221;</p>
<p>Patterson said Pakistani officials had &#8220;made it crystal clear that they have different priorities from ours,&#8221; being far more concerned about Taliban attacks inside Pakistan than across the border. She noted that Pakistan had once trained Islamist fighters to operate against India and elsewhere and that the same groups have now turned against the state.</p>
<p>&#8220;You cannot tolerate vipers in your bosom without getting bitten,&#8221; Patterson said. &#8220;Our concern is whether Pakistan really controls its territory. There are people who do not threaten Pakistan but who are extremely important to us.&#8221;</p>
<p>Another concern raised by critics and foreign officials is the support by some political and religious leaders in Baluchistan toward the Taliban. They note that the strong local presence of Jamiat-i-Islami, a conservative Islamic party that backed the original Taliban movement and virtually ran the Baluchistan government from 2002 to 2008, has given the Afghan extremists additional protection.</p>
<p>Mehmood Jan, a newspaper publisher in Quetta, said in a telephone interview that there are &#8220;thousands&#8221; of Jamiat madrassas in the Pashtun belt and that some Jamiat legislators openly champion the Taliban. Jan said provincial police forces had regularly raided Taliban hideouts, including mosques and madrassas, but with only limited success. In many Pashtun neighborhoods, he said, &#8220;everywhere you see the white turbans of the young Taliban and the black turbans of the adults.&#8221;</p>
